What You Need to Know
With the exception of FSAs, which require annual elections, your benefits stay the same if you do nothing. However, there are significant improvements and changes you should review.
Key Changes for 2026
Premium Changes: Medical and dental premiums will increase slightly to maintain comprehensive coverage while managing rising healthcare costs. All other benefit premiums stay the same.
Opt-out Credit Changes: Medical and dental opt-out credits end with the last paycheck of 2025. This change allows us to offer enhanced wellness rewards and additional preventive care benefits.
Medical Deductibles & Out-of-Pocket Maximums: HSA and HRA option deductibles and maximums will increase modestly to comply with IRS requirements on high-deductible health plans.

Increased $7,500 Dependent Care FSA Limit Turns Expenses into Tax Savings.
If you’re already paying for daycare, after-school programs, or care for an adult dependent, the Dependent Care Flexible Spending Account (FSA) is a simple way to save on what you’re already spending.
New 2026 Limits
Set aside up to $7,500 in pre-tax dollars per household (increased from $5,000) – or $3,750 if married filing separately
Minimum contribution: $120 per year
The Real Impact
With average daycare costs in Texas ranging from $8,000–$15,000 per year, your Dependent Care FSA contributions can now cover a much larger portion of these expenses while reducing your tax burden.

Easy to Use Optum Financial administers your Dependent Care FSA. You can use their online bill pay feature at www.optum.com or pay expenses out of pocket and files claims for reimbursement.

Important
Plan Carefully
Unlike other accounts, Dependent Care FSA funds don’t roll over to the next year. You forfeit any dollars you haven’t used by December 31, so be sure to budget realistically and stay on top of reimbursements throughout the year. A grace period through February 15 allows you a little extra time to file claims for eligible expenses from the prior year.
Medical Plan Changes
Here’s an overview of medical plan changes, effective January 1, 2026.
Medical Deductibles: HSA Option 1 deductibles will rise by $50 (You Only coverage) and $100 (You + Spouse, You + Children, and You + Family coverage) to comply with updated IRS limits on high-deductible health plans. HSA Option 2 and the HRA Option deductibles increase by the same amounts to keep them consistent across all medical options.
Medical Out-of-Pocket Maximums: HSA Option 1 and the HRA Option medical out-of-pocket maximums will increase by $200 (You Only coverage) and $400 (You + Spouse, You + Children, and You + Family coverage).

Oncor Contributes Dollars
If you elect medical coverage during Annual Enrollment, Oncor contributes to your HSA:

Set aside dollars through payroll deductions before taxes – up to the annual IRS limits:

Note: Total HSA contributions (yours plus Oncor’s) cannot exceed these limits, or you’ll face tax penalties.
Important
Set contributions by December 12! Take time between November 17 and December 12 to set up your 2026 HSA contribution amounts. New deductions begin with the first January paycheck and can be updated anytime during the year.
